APPLICATION PROCESS

Public Housing

If you live in Luzerne County, you can get an application at our main office at 50 Lincoln Plaza, Wilkes-Barre, PA  18702.  All adults (18 years of age and older) must be present when submitting the application.  You can either complete the application in the office or take the application out of the office.  However, it must be returned in person with all adults (18 years of age and older) present.  Do not sign or date outside of the office.  The application will not be accepted by mail.

Some of the information that you will need to provide on the application is:

  • Name, birth date, social security number, relationship to Head of Household and birth place of all members who will reside with you when you are housed;
  • all sources of income;
  • all bank account names and account numbers and other assets;
  • every full address you’ve lived at for the past five (5) years;
  • the owner’s name and full address and the dates you lived there: andtThree (3) personal references who you have known for at least 3 years within the past 5 years.  You must provide their full names and full addresses.

You also need to bring the following documents:

  • A valid state-issued photo ID for each person who is 18 years of age and older; and
  • official social security cards for all members.
  • Non-Citizens:  Original passport(s) and Alien/Resident Card(s) or Naturalization Certificate(s)

If you live outside of Luzerne County, please contact the Tenant Selection Department to request to have an application mailed to you.  Please note that no matter where you live, the application must be submitted in person following the instructions above.

The WBHA accepts all complete applications. Applications will be ordered by bedroom size, preference category and, within each preference category, by the date and time the application was received by our office. 

We do not have emergency housing.  The WBHA does not have any type of emergency housing in either its Public Housing or HCV programs.  If you are in need of emergency housing, you may wish to contact the following:

When your name reaches the top of the list, you will be contacted by mail.  It is imperative that you notify us if you move from the address that you listed on your application.  We will verify your income, assets, and other information you submitted and conduct a criminal background check.  We will notify you once we determine your eligibility. 

If you are eligible for Public Housing, we will begin to offer you units that meet your needs as they become available.

Housing Choice Voucher (Section 8)

Prior to opening the waiting list, an advertisement will be placed in one of the local newspapers announcing the date(s) and times that applications will be accepted.  It will also be announced on this website. 

Applications will only be accepted in the office on the date(s) and times listed in the newspaper and on the website.  Applications cannot be taken out of the office.  All adults (18 years of age and older) must be present when submitting the application.
